i don't have first hand knowledge of how the tank vent system works exactly..

the tube your filler neck vent tube connects to may have a stuck valve in the assembly..  you might disconnect the larger hose 22 and with the smaller hose 10 disconnected from blow some compressed air into that pair of passages.. NOT A MAD amount.. just a puff..  there may be a spring loaded valve seat in there that is stuck..

i don't want you damaging the control valve 20 up at the carbon canister 21...  i don't want you damaging the carbon canister either..

there is a roll over check valve under the round part of that connection next to your yellow circle.. i don't know how it is assembled.. a short blast of air may UNCLOG IT..

if it were me.. and i had that access... i would blow the dirt off the top of the tank... the area around the insert and take the entire unit out and examine it from the bottom.. you may have already done this.. i can't tell... your shoulders are blocking the view..  hah...

OH if you blow into the tank.. i hope its NOT over 3/4 full..  and that you have the gas cap off... so any excess air does NOT cause a pressure build up in the tank..
