fuel consumption can be improved in many ways.. using hybrid technology.. where the electric motors accelerate the car using battery power only. once up to speed. the gasoline engine comes in and assists the electric motors but also recharges the battery..

changes in fuel blending at the refinery level. putting the BTUs back in the fuel. right now.. there is gasoline stretching ethanol being blended into the gasoline of around 10% ethanol.. but some areas might be getting closer to 15% really soon..  ethanol is a wonderful fuel.. made from corn or sugarcane.  but it has less BTUs than gasoline.. if one were to build a motor that just ran on E85.. one could bump the compression ratio really high and recover the fuel economy lost when just adding ethanol to an engine designed and calibrated to run on gasoline.  ethanol has a higher octane rating.. so more compression more timing advance.

i feel there is an issue with adding ethanol.. that it gives a good reason to grow corn to produce ethanol.. but a byproduct of ethanol production is High Fructose Corn Syrup.. that ethanol producers have to pay to get hauled away were it is filtered and sold for about 20 bucks a gallon.  they haul it away by the dozens of tank train cars at a time.

if you want to do fuel economy improvements.. look toward the exhaust.. anti reversion exhaust manifolds and down coming out of the cat..

Definitely go with hybrid if you have a chance. Toyota Yaris is one of good choice out there with records of about 80mpg combined.
