yes... parts are broken or have come part down deep in the steering column...
when you turn the lock.. it moves a lever with a PIN ... the pin transfers motion into a slot shaped like this )
this allows the steering wheel to tilt up and down.. and the lock to go with it.. but the electrical part of the switch is mounted on the main assembly of the column...
the PIN falls out...
the first section breaks... its usually a gear rack with the pin at the end..
you will need to find a LOCKSMITH who specializes in automotive steering columns..
you will need to find a junk yard who does repairs to steering columns.. usually this is done on an exchange... or just do an exchange on the column...
you will need to find a mechanic who is familiar with the steering column...
it took me about 3 hours to do the first one i ran across a few years back...
the second one was quicker... but still quite involved.. i have not done any lately... so my brain is kinda fuzzy...
i think i found a link a while back.. i will have to look for it..
are you HANDY with car repairs... have some sockets... ever taken a steering column out??? its NOT hard to remove...
its hard to get into it deep enough to access the broken pieces...
be careful that you don't drop the PIN .. if it has fallen out.. when you start messing with the column it will fall to the floor.. its 1/8 inch by 3/4 long.. chrome and looks like a needle bearing...
i am going to look around.. i think i found a link to a repair site /video about 6 months ago...
you are NOT alone in this trouble...

It sounds like you have a broken ignition actuator. The pin which connects the ignition actuators in the steering column may have fallen out. If so, the whole steering column has to come out, and it has to be taken apart to replace those parts.
