The stickiness typically is caused by gunk build-up on the surface of the dashboard but it also can be caused by peeling of the dashboard's vinyl cover, leaving an adhesive residue. You can try these steps to remove the stickiness.
* Wipe the surface of the dashboard to remove all large particles
* Dip a soft cloth into the soapy water that was made with a foam cleaner and warm water.
* Wipe the surface of the dashboard with the damp cloth until the surface is no longer sticky and allow the dashboard to dry.
* Protect the dashboard by rubbing it down with a water-based, vinyl protectant and a soft cloth.

the sticky is usually the plastic degrading from either baking in the sun.. or usually lack of ventilation over a LONG period of time..

many times totally caused by cleaners or detailing solvents.. stuff that makes the surface nice and shiny...

you have had the guys at the car wash.. would you like us to detail your interior..   they spray questionable liquids on the dash and wipe them down.. leaving a Gloss finish..

might as well throw your car away when this happens...

worst part..  some car wash and detail guys do this to every car.. just hand the guys towels and spray bottles..

this effects porsche, ferrari, and lambo owners.. with fortunes in their cars.. parked in dry storage.. only to take them out and they are destroyed..

vinyl treatments are to be shunned..  water on a towel..

Definitely not good for the interior of the car, watch those chemicals and try keeping it out of the sun !!
