So Ive recently had issues with my rear passenger side tire on my 97 Monte Carlo. I noticed that it seems to grind on something everytime I go over a a bump or while applying the brakes while going over a bump. I can also rotate it maybe 1-2 inches left and right while the car is parked. I can't find anything posted online with anyone with a similar issue. As far as I can tell the tire doesn't wiggle when pushed from at the top/bottom or left/right, but it flat out rolls front to back. Any ideas as to what it could be?

sounds like you might have a bad wheel bearing... in that car.. the rear wheel bearings are a hub and bearing assembly..

deep water.. sometimes when parked.. and you don't even know about it can get in and damage the wheel bearings..

inside the bearing there are 2 sets of ball bearings.. there is usually a slight preload built it so there is NO lateral movement other than the ability to rotate freely..
when the grease is washed out or has been contaminated with water.. rust will form inside .. the rust will just eat up the ball bearings and eat away at the races.. allowing the wheel to wobble...
the noise you are hearing is probably the brake rotor or the drum rubbing the backing plate.. as the hub/rotor wheel is way out of the normal axis...

I live in Michigan and had to drive through some roads with more snow than I was comfortable with. Water damage could very well be the cause, but I haven't read anything online that would cause a tire to roll front and back the way my tire does. But then again I never had a problem until spring hit and we had no snow.

the Square flange is bolted to the suspension knuckle.. the part that connects the upper and lower suspension components ...
the round flange with the studs supports the tire and brake drum or rotor.. allowing it to spin without ANY wobble..
if you have wobble.. you either have a bad hub and bearing ... or a broken suspension.. or something is rusted out..??????????
