Ok so this is my first post. The car I am working on has sat out behind my house for 3 years I went out to try and start it and the started makes like a gringing sound. The starter is the olny thing that does anything the motor won't even turn over. The starter just makes a noise. My dad who tore it down and then never finished putting it back together said that it is the battery and that it isnt fully charged. What are the chances of it being the battery?

If its been sitting for three years, the chances of it being the battery are close to %100.  That might not be your only problem, but definatly start with the battery.

Ok I charged the battery and it did the same thing. The car did run before it was torn apart. But it had a problem of dieing during driving so my father tore it apart to fix it and never finished putting it together again. Is the next step to remove the starter and see if it works correctly?

Yes pull the starter & check the starter drive for worn teeth & make sure that the starter salinode is throwing the starter drive out.  Also check the teeth on the flywheel to make sure where the the starter drive & flywheel meet are not worn or broken. Can you turn the engine over by hand with the fan blade or a wrench on the crank pull just to make sure it will turn over. Good Luck let us know.
