I did not examine the spark plugs or the ignition system.  It doesn't miss or misfire, just surge in rpm's when coasting or idling.  The separator hose is collapsed and i am sure it has a big leak.  would this cause the surging and throttling?

YES...

vacuum leaks will cause all kind of problems..

i have spent many trips to the auto parts store wondering through the back isles with a sample hose.. looking at the molded heater hoses...

there are a few emission hoses from dorman that are premolded.

but i cannot see your hose or the size of the fitting so i might give you an idea of what size to use..   i have done all kinds of stuff to cure vacuum leaks..

I located a piece of heater hose similar to the shown above.  If I can install it, what do I do with the old hose with the element within?  will I need to leave it hooked up to 12-volts?  Can I just leave the plug and wire dangling or must I hook it up to that same element?

I am not sure how the heating element is installed into the hose.  The hose has a two-pin 12-volt plug on the side.  I assume its simply coiled around within the hose somehow.   I have not yet tried to remove it.  I am afraid I will destroy it and then be stuck.   Right now the car runs....it surges...... I did find the formed hose.  do you want me to take a photograph of it?  I would photograph the hose in question, the separator, but it really can't be too well seen.  Let me know, I could also photograph it and send it to your e mail.  thanks for all your help.

I disconnected one end of the separator hose.   Its actually called the Crankcase Ventilation Heater Assembly (Intake Manifold to Separator).   The hose has a solid core going down into the hose.  It reaches into the oil separator too.  I did not remove the hose.  This may be a heating element inserted within.
