Retail or Whole Dealers License

Hello all
I am new to the used car sales industry. I have found several websites offering whole sale  and retail licensing for a set price of 1,500 to 5,000. Some come with dealers plates and some do not. My question is who is a scam and who is not any info would be greatly appreciated. I am in the Washington dc area and basically just trying to get my foot in the door. If you know any sites or anything just send me a email or comment.

they are a scam...

automotive dealer licenses are granted through the various states department of motor vehicles..

selling cars is like being a real estate broker.. you have to be licensed by the people who handle the automotive licensing .

you will also need a REAL street address for your dealership to operate..   where you can hang your sign..  

this keeps the car thieves from just becoming dealers and setting up shop selling stolen cars  on a sales lot..

each state has its own rules ..  you will have to look up online the vehicle code for the state or if in DC the district you live or are setting up shop in..    i turn wrenches.. i don't deal with the sales end ..
