If a radiator cap needs to be relaced because it has disintegrated should a radiator flush be done?

usually not...
depends upon how degraded the coolant is...
coolant needs to be changed once in a while when it starts creating electrical current.. actually before that.. as it can dissolve your engine parts and deposit them elsewhere in the system...
