the OBD connection is not reading, is there a fuse and where is it located? or is there another problem?

yes...  there are things that can prevent it from being read....

there is a chart in the manual...  similar to the won't flash code 12 chart .. that covers this NO communication..

if you have a code reader .. and there are NO codes stored...   you may not get any read out..

how about some more info... year.. make.. model...  engine.....  and which scan tool model you are using..

it really helps knowing what you are working on.. i might be able to point you in the right direction...

do you have a factory service manual on the car you are working on...

or electronic data for it from alldatadiy.com  or eautorepair.net   ???

and are you sure that you are not plugged into the ABS brake diagnostic port...

german built cars use a slightly different OBD2...

called VAG...    not all the code readers will work with it...

must be wild pulling up to a advanced in a porsche cabrio and asking them to scan for codes...

i don't have any access to porsche wiring diagrams...

search google shopping for   VAG scan tools...

here is one...

here is another....

oh wait... those are the same scan tool from different suppliers...

buying one is still cheeper than a single trip to a dealership to have the codes read...

the full assortment of scan tools are available from
