Hello everyone ...  i have changed out the transmission in my 82 gmc c1500. It has a 5.7L 350 engine and a 350 transmission. In drive and reverse the transmission pulls fine, but it will not shift. I used the old torque convertor. So my question is that can a bad torque convertor cause a transmission to not shift. I have tried two different modulators and adjusted both...this did not help. Does this sound like an enternal transmission problem or something else. Any comments or suggestions would be appreciated.

Inspect the govenor *** for a stuck valve or a broken gear. Its located under the round cover on the drivers side of the trans.

I had the same problem with my 88 S-10, (it has a 383 stroker though) but i discovered the detent cable (kick down) was stuck out, causing the transmission to constantly be in passing gear, you should be able to pull on the cable, and it should pull itself back, like spring tension

A bad torque convertor won't cause it not to shift, however what was inside the torque convertor might. If the old converter wasn't flushed before reinstall, the crud from the old transmission was still in it, and now may be in the valves causing them to stick.
