here is the wiring diagram for a 2004 CTS...  i don't know if its the same.. as yours... there are hundreds of diagrams...

looks like you may need a digital volt meter and a OBD2 scan tool that will also have CAN ability..

you will probably need a factory service manual ...   from HELM inc...

or electronic repair into through or

with the exact wiring diagrams for the multiple circuits.. and the trouble shooting charts..  that is how mechanics fix it.. sit at the computer.. print out the effected wiring diagrams.. trouble shooting charts and then test at the car...

since the various computers control this...  its not good to poke around without proper information.. you can blow up much more stuff than you know... and DO NOT PROBE any YELLOW covered harnesses..

it is possible that the clock spring in the steering column has gone bad...    the clock spring is actually a coil of ribbon cable that can wind and unwind as the wheel is turned.. without binding...    once in a while.. some tech will change something in the steering and let the steering wheel spin.. this wraps or unwraps the clock spring to many times.. so it comes out or tears..
