i worked on a chrysler the other day.. 1998 model i think.. i was still able to cycle the key on, off, on, off, on, off, on.. within 10 seconds and the check engine light was flashing 2 digit codes.....
the lowest code would be a 12... the last code would be a 5 5... thats five flashes.. a short space and five more..
sitting for a year... i worry about fuel quality... current fuels do go bad when the gas sits...
i also worry that the fuel pump is going bad..
there should be over 48 pounds of pressure as i recall..
with care... and a plastic quick release tool to spread the fingers of the fuel line latch.. you should be able to disconnect the fuel line from the rail... Dorman sells new fuel line clips at most parts stores... try cranking the motor while having somebody direct fuel into a plastic bottle... you should get a significant amount... over a pint in 10 seconds..
the 2000 may be a return-less fuel rail system... so the only fuel return is down at the filter or at a pressure regulator under the car or in the tank... i will have to check...
cycle the key and see if you get codes.. 3 times on in under 10 seconds with the last time in the on position..

you will then have to plug in an OBD2 scan tool that displays live data... so you can see all the sensors.. and what they are doing..
this is a chart that i keep handy for gm cars...
http://repairguide.autozone.com/znetrgs/repair_guide_content/en_us/images/0900c152/80/06/7e/6a/large/0900c15280067e6a.gif
shows what the sensor readings should be on a gm.. as displayed on a scan tool... the readings for a Mopar may be slightly different but not that much...
there are crank sensors and cam sensors... and a whole bunch of things that could go wrong.. all the way back to the ignition key..
not all obd2 scan tools read live data..
there are charts online and in service manuals for NO start.. but you will really need a digital volt meter and a OBD2 scan tool...
the harbor freight tool 98614 scan tools work.. and are about the cheepest out there.. at 140 bucks.. and work on any car 96 and up..
without a scan tool... you cannot tell whats happening.. and just swapping parts gets really expensive...

the scan tool showed no rpm while cranking... that is one of the many reasons for a scan tool... too see what the ecm sees...
enjoy your scan tool you will find it helpful on many many cars...
