Why don't the seatbelts on my Mazda 323 ('94) lock when I pull them quickly?

The seatbelts, none of them, lock when I pull them. Also, the seatbelt light is on even when the seatbelts are plugged in.

Can anybody help me?

Some vehicles seat belts are equipped with an inertia switch. Hence they will not lock unless sufficient inertia (ie. an accident) is applied to the switch to lock the spool.
an inertia lock system will never lock by simply pulling on the belt. To test your belts to insure that the inertia switch is working apply the brakes harshly at about 15 to 20 mph and allow yourself to lean into the belt it should lock. If the seatbelt light is staying on then more then likely there is a bad switch in one of the receptacles.
