2001 Town & Country fuel leak

I have a fuel leak on a line right next to the fuel tank.  The leak comes from a green component within some sort of fuel line.  It is at a point where the line changes direction and there is some sort of green connecting component.  

 I was wondering what this component is and can I just remove it and just make a straight fuel line run.   I am at my wits end since I have had a fuel smell leak problem several times and had the vehicle at a dealer service center.  Yet it never gets fixed permanently.

 Anybody have any help ideas for me.  I am worried that my garage may explode or the van start on fire.
