1995 vw jetta locked down?

I bought this jetta for my grand son, I was told that it had an electric problem maybe the anti-thieft system. I put it in a shop for repair, and after they looked at it, they said it would cost me too much to pay them to figure out the problem.
The car turns over but will not start. there is juice going to the coil but not out juice to the fuel pump but no fuel pumping. I was told that it is most likely the anti-thief system and that it needs to be re set. when you connect the battery the emergency flashers blink and wont shut off, also the little red anti-thief light blinks. I'm not sure how to shut it off since the car did not run when i bought it. The seller akso bought it the way it is now, he told me you might have to turn the key to the left 2 times to deactivate the thief system?
PLEASE HELP: I was laid off and can not afford to have the car repaired in a shop any ideas will be greatly appreciated THANK YOU

harborfreight tools sells a vw and audi specific scan tool..

http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=96374       80 bucks is usually cheeper than a single trip to the shop to get the codes read.....  

i am not familiar at all with the vw security systems....


usually with all the doors closed..   if you lock the drivers door with the key.  and unlock the drivers door with the key, it turns off the system...   again i am not sure....

i have seen a few cars the other buyers disable cars at auctions to keep the price low.... as few want a car that does not start or run....  

i was just over at autozone...   looking at the wiring diagrams ... seems the alarm module cuts power to the fuel pump relay...

got a test light????    when you crank the motor ...  are you getting power on fuse 18??????     if not .. try jumping power there...  see if the car starts...  that might bypass the fuel pump relay to test the system...

there is little data on how the alarm works...  on that model...   a factory manual will probably be needed along with the scan tool...  

you can also check alldatadiy.com or eautorepair.net..  but factory vw stuff is usually better..

post what you find...

that car has CAN     controller area network...   where the computer sends signals around to switch things on and off..
