Honda Civic Baffle Out of Tailpipe

I have a 2000 Honda Civic.  Yesterday, I notice what almost looked like a long piece of hair or long feather hanging out of my tailpipe.  I started pulling it out and it turned out to be almost like a long piece of mesh or some type of insulation.  Someone told me it could be the baffle to my muffler.  I thought the insulation around my muffler was like a plate, however, I was told that on this model, it may be this type of stringy stuff coming out of my tailpipe.

Does anyone know what this really is?  And if it is the muffler insulation, is it a hazard to drive without it, or must the whole muffler be replaced?  Any feedback would really help.  Thank you.

fiberglass roving..   think of fiberglass yarn...  that is wrapped around inside the muffler to help reduce the noise... if you can cut it off and push the end back in.. and through the hole it's coming out of...

that is really rare for it to come out.  one in a million....

Thank you very much for the response.  I am going to assume then that the car is safe to drive, but it sounds like if it becomes too noisy, I probably need a new muffler.  Right?
