I'm almost ready to shell out the cash for a new car currently owned by a private seller. He told that he has the title and registration card for the car and just about everything sounds legit, but there are a few things holding me back which I'd like some advice as to whether or not they are red flags.

First of all, the guy is the 2nd owner and he's only had the car for a couple of weeks, says he just got a new truck and doesn't need the car anymore. Second, I checked the online Carfax report and there is a four year gap where no emissions tests or anything were done on the car while it was being held by the previous owner in another state. Finally, the car only has 58,000 miles on it despite being 8 years old (2000 Honda Civic), although it is priced higher than similar used cars I've seen.

If anyone could help me out and give me their take on all this I would appreciate it. I really want the car but I want to feel comfortable about it.
