1998 Ford Expedition 4.6L V8 Electrical problems

As many other Ford Expedition owners have posted on various forums, I too am having bizarre electrical problems with my 98 Expedition.  In the past it only happened when it rained (blower staying on with no key in ignition, interior lights staying on, abs, airbag, 4x4 indicator lights coming on, etc.).  Yesterday the abs light, airbag light, and battery indicator light came on (mind you, I live in Delaware and we havent had a drop of rain in over a month).  However the vehicle is running fine.  I stopped by our local auto parts store to have the battery and alternator tested since the battery light was on.  Everything tested fine.  They did say there was a low battery draw, but I have no idea what could cause that.  They suggested it could be a loose connection wire to the starter. My question is... if I find that the fuse box and/or GEM module is bad does an authorized Ford dealer have to reprogram the GEM in order for it to work or does it reprogram itself once installed?  According to the posts, it seems like a pretty simple DIY project.  But some of the posts say it has to be reprogrammed by the dealer depending on the model year.  I called the dealer where I purchased the vehicle and of course they said bring in it and let us have a look and if it is the GEM, yes they would have to reprogram it there.  Has anyone changed the GEM on their own on a 1998 Expedition and if so, what was the outcome?  Thanks in advance for any help on the matter.
