1999 Toyota Camry 4 cyl - hard to shift transmission

I have difficulty shifting my 1999 Toyota Camry 4 cyl from PARK DRIVE REVERSE etc. Anyone experienced this before? Is there any adjustment can be made? Also, how difficult is to change the drive belts? Thank you.
