What I'm having issues with is that second gear does not seem to be there. One night on my drive out of no where I was driving along and had to stop at a light. No issues till then. When I left from the light my truck reved real high to ~4500 rpm and did not shift, so i let go of the gas and it dropped down to ~2500 rpm then shifted in to what I believe is third. I checked the fluid and it is red but with a little black or brown in it. I have taken it to a local shop and they told me that the band is either broken or stretched for second. Would this happen with out any warning? I spoke to another shop and they said (with out driving it) it could be a vacuumed issue. What do you think? Any advise would be helpful...

Your transmission fluid should be bright red and not have any contaminants (no black or brown) either your valve body is dirty and the valve pistons are sticking or the clutch pack is gone. I doubt if the modulator valve would (vacuum operated) would cause this problem Sound like a rebuild is in order.

Starting in 93 the Chevy Blazer came with the 4L60E trans , it is an all electronic shift, no modulator, so vacuum would not play a part in this trans The systems of a slipping 2nd gear up shift are. 1. 1-2 shift valve train hydraulic leak (worn valve or bore) 2. the 2-4 servo Assembly servo bore worn or damaged, worn or damaged seal. 3.2-4 band worn or miss positioned, 4.oil pump Assembly,or case , faces not flat 5.2nd accumulator, piston seal or groove damaged, restricted oil passage. 6. the 1-2 accumulator valve stuck. In valve body.
