1999 Chrysler LHS. Fuse popping. Body Control Module???????? or??????

I have a 1999 Chysler LHS. A while back, my A/C stopped blowing cold air over time. It stopped blowing cold while driving from Florida to Tennessee.  A local mechanic friend of the family, looked it over and found out that by removing the 10 amp fuse that controls the interior and the bcm, would reset the bcm once you put the fuse back. When the fuse is put back on, the horn blows once and the A/C blows cold again.  It wont do the heater and change the vents but it will blow cold.  I was told that the BCM had to be reprogrammed at the dealer. Never got around to it yet. Now the main issue that is happening is that the fuse that is pulled to reset the BCM and have the interior lights,radio, clock, power mirrors,seats,etc., now pops instantly when replaced. I thought is was the radio so I unplugged the radio and the fuse did not instantly pop but only lasted for a few minutes  then popped.  Is it that the BCM is bad and needs to be replaced?  If so, if I buy a used one from the same year in working order and I install it, will that one need to be reprogrammed? or what else can it be????? With  a blown fuse, the BCM resets everytime I start the car as it beeps the horn once.    HELP!

SOUNDS LIKE A MAIN SHORT   SO LOOK AND SEE WHAT IS NOT WORKING WITH THE FUS/BLOWN AND START LOOKING FOR A SHORT   / UR FRIEND MITE HAVE CHAFED OR SHOT A WIRE DOWN  ALL IN ALL START LOOKING FOR IT
