Executive Summary
As a 14% year-on-year (y-o-y) decline in new vehicle sales in February marked the 13th consecutive month without growth for the Malaysian automotive industry, the outlook appears bleak for the market. Following a contraction of 11% for the year in 2006, sales for January and February 2007 combined fell by 14.6%, with production down by 38% y-o-y. It is still early days, however, according to It's Malaysia Automotives Report, which suggests that sales of over 500,000 units can still be achieved in 2007. This echoes the prediction of the Malaysian Automotive Association that new model launches later in the year will boost flagging sales.

One recovery which is not so assured, however, is that of national manufacturer Proton. After losing leadership of the market to compatriot Perodua in 2006, the company is still struggling to find a strategic partner to support its turnaround targets. The Malaysian government missed its self-imposed deadline of March 31 to reach an agreement with Germany's Volkswagen (VW), although talks are reportedly continuing between the two sides. It believes that the future of Proton will have a significant impact on the overall market, as it is one of the country's leading manufacturers and employers.

A drop in Malaysia's rating for its industry regulation has also reduced the country's score on It's business environment ranking for the automotive industry in Asia Pacific. The lower score for the regulation category is based on It's overall business environment ratings, which give low scores for both investor protection and government intervention. A high level of vehicle ownership compared with the rest of the region, coupled with lingering protectionist policies, continue to reduce the scope for new market entrants. Moreover, Malaysia's production of CBUs is expected to rise by 12.5% over the forecast period to 2011, which means the country's output growth is well below average for the region and generates another low rating.

As mentioned previously, leadership of the passenger market shifted for the first time ever from national manufacturer Proton to local rival Perodua in 2006, as the domestic giant's sales fell by 30%, to 115,538 units (or 32% of the market). Perodua, on the other hand, increased its sales by 14%, to 152,733 units, boosting its market share from 32% in 2005, to 42%. The overseas brands saw their combined share of the passenger market fall slightly from 23% in 2005 to 22% last year. In terms of total sales for all segments, Perodua again made its mark, claiming 32% of the market from sales of 155,419 units, while Proton trailed with 24% from sales of 115,706 units. Toyota's share of the total market is double that of its passenger car share with 16.7% with Honda pipped for fourth place by local firm Naza on 6.5%, against the Japanese brand's 5.4%.
