99 savana Blower motor will not shut off even with the van turned off

I have a 1999 GMC savana van that the blower motor will not turn off. Even if I have the key out and the van turned off. I finally had to disconnect it so my battery would work.

I have looked and can't find the issue.

I had a cadillac do that it was the blower motor resistor.
