This is a 92 Safari with 190000 miles on it. I replaced the fuel pump last spring but didn't drive it much afterwards. A couple of weeks ago I tried running it and it had a radical fluctuation in the idle speed to the point of stalling out on the low end. Other than the surging it seemed to run more or less OK especially after warming up for a couple minutes. Now it will intermittantly (more often than not) surge even after warm up. There are moments when it idles perfectly normal which leads me to rule out vacuum leaks, the idle speed control is certainly working since its controlling the wild idle speed swings and there is no check engine light. I'm out of ideas and would appreciate any suggestions. Thanks.

Here are the steps I would follow. Look for a rich or lean condition. Check ignition system. Check fuel pressure. Check evap. EGR. PCV.
