1995 Mercury Tracer - Automatic Seatbelt Keeps Running

Hey all...

My Tracer's automatic seat belt is locked in the top position and keeps running... It kills my battery to I have to jump every time to start the thing. All I want to do is disconnect it, so the motor doesn't keep running and killing my battery.

If anyone could tell me which fuse to pull? Or another fix for this issue, I'd really appreciate it.
