Steering problem with 96 Cherokee

I just picked up a 96 Cherokee Country with the 4.0l I6...Problem being is when I'm in motion I can turn the wheel with ease, well...to the right with ease but it's a little harder to turn to the left.  When I'm stopped however, it will not turn either direction.  The pump looks like it might be new, but there are no leaks on the hoses, off the pump or from around the pitman arm.  No leaks from the power steering anywhere as a matter of fact.  Was wondering if anyone had any ideas as to what to look for, what to do or at least where to start (beyond a visual inspection of course).  Any help is appreciated.  Thank you for your time.

I should probabl mention that the Cherokee does have a 2" Rubicon lift and 31" tires if that makes any difference.  But the pitman arm is not being stressed and the pump does not 'whine'.  Again, any help is appreciated.  Thank you again

Sounds like the pump's releaf valve may be sticking.Is the fluid clean?You may want to flush the system first.

Jeep God...The fluid looks brand new along with the pump.  Where would I find the relief valve and how difficult would it be to replace?

replace your steering gear,see this problem quite often..

My '92 Cherokee started doing something similar after an accident and replacement of the pump.  When it's cold, it's really hard to turn past a certain point, but once I break it past that point, it starts working normally.

I'm a little lost on where to start...if i get a repair manual will it explain where the steering damper and the steering gear are? Where would be a better place to start?

Mine was almost same issue- a Universal joint.

With 31" tires thepump does not have enough pressure to assist move foward slightly should see significant ease.
