My Tracer won't start without jumping it. I replaced the battery and the main fuse, but it acts like there's a bad ground. I tried running a seperate ground wire and it didn't work, also with this seperate ground wire attached to the negative post, I scraped the positive post and nothing happened, no spark or anything. But as soon as jumper cables are hooked up (with the jumping vehicle off) it starts right up. The battery in my car tested at 10.72 volts not running, and at 14.25 after we got it started. Anyone have any ideas as to why it won't start without a jump?

At 10.72 volts your battery will not start it. If the battery is new you might want to put it on the battery charger and then have it load tested, if the battery passes you will need to check for an igintion off draw
