My son has a 99 Kia top of the line Car. It exhibits no power after being on the road for about an hour. The dealer says that the spark wires must be changed at 100K or so. To get to the wires requires that the manifold be taken off. I find that very strange. Has anyone changed the wires on any 99 vintage Kia's. His model has the automatic stick shift. I think its a Spectra. 4-cylinder engine.

Its a Kia Optima. 6-cylinder. If that makes any difference.

Yes the upper manifold must be removed, I doubt the wires could cause the problem you describe.
