Rack & pinion power steering

I am replacing corroded metal tubing on the rack of a Ford Windstar 96  3.0L.  This low pressure rigid metal tube connects to plastic elbows entering at each left and right boot.
Problem is the tubing  will not flex.  Question is do I start by pushing back one boot and
somehow get the half inch play I need to literally plug in this tubing?

(I just wanted to clarify that I am refering to a rack and pinion powersteering component.)
