2001 Mercury Grand Marquis Speed Control Failure

About two weeks ago the speed control on my 2001 Grand Marquis quit functioning.  I press the On button but I am unable to set a speed.  I've checked fuses and #15 & #22 (the two indicated to be involved with the speed control) were fine.  Any suggestions or help would be appreciated before I have to spend $97 at the dealers for a diagnostic test.
