2001 Daewoo Lanos Startup and High RPM issues

I got an interesting problem with this one. The car is almost impossible to start (startup spray usually required). Once it runs it sounds pretty fine for a Daewoo Lanos. However, once I hit a certain RPM - my guess is 3500 - the RPM immediately drops and goes up again as if I was letting go of the gas pedal and pushing it back down. It does so with an almost identical pattern at a frequency of two highs and lows per second. If I floor the gas paddel, it sounds as if the engine chokes and eventually dies.
So far I checked the fuel pump, pressure coming out of the fuel filter, my spark plugs, the 4 fuel injectors but have not found the cause. Any ideas would be appreciated.

I have a Daewoo Lanos 2000 and it sounds like the same thing that happened to mine but I did a tune up and it runs good again.....only the check engine light won't go off .....So I not sure if this will help you at all but good luck .

When having it looked at have the TP sensor checked.
