I just had my shocks replaced, I wanted to go to the dealer but was convinced to go to a cheaper place to get it done. Now the car does much better on bumps and holes in the road, but when I am driving slow I can hear squeaking whenever I go over any bumps (I think this is probably also there when I am going fast, but I can't hear it over the road noise) After some testing by pushing down on the front of the car to make it bounce, we have isolated the squeak to the spring over the front right wheel (I am assuming that this spring IS the shock, right? Not quite sure) Is this squeaking a sign that I was given cheap/used shocks, or is it normal?

I guess I should also say my car is a Dodge Colt, 94 or 95, I'm not sure which

That should be called a strut. If it is making noise take it back because either it is deffective or improperly installed.
