98 Mercury Tracer Loses Power On Right Turn

Hey guys. Last night after I got gas, my car started doing two weird things:
(1) Weird low whining sound when engine is running (stopped or going) -- This has subsided a  bit since I got the oil changed today at lunch, but is still present sometimes; the mechanic did not notice this sound.
(2) When making a right turn (steering wheel turned > 45 degrees), the car looses power.  The car is fine with left turns.

I had let my brother borrow the car for two months.  Last Wednesday (7 days ago), the AC clutch blew, and I had it replaced along with the belt it melted.  I have been driving it since the repairs were completed on Thursday, and up until last night, it was fine.  Do you think there is any relation?

Sorry I don't know much about cars, but this is really odd. I drove this car for almost 3 years and had no issues (just got regular maintenance).  It has about 67k miles.
