I had a Mazda Protege (1995).
I got a ticket last week on the road to work, the charge is that my 2 brake lights are not on. Somehow the 3rd brake light (that is in the middle) is able to turn on. I did some research on the issue, it looks to me that the circuit begins from the battery -> fuse -> brake switch -> branch out to the 3 braking lights (1-left, 1-middle, 1-right). Since the one in the middle was able to turned on when the brake was pressed, I ruled out any malfunctions in the "battery, fuse and brake switch). I also change the bulb for the left/right, but they are still off when the brake is pressed. Any suggestions from the gurus? Thanks ahead. -George.

the only other thing that is left is wiring, check all the wiring near the bulbs to see if any of them are lose. if all else fails, change the fuse you have nothing to lose and theres a SLIGHT chance that the 3rd brake light is on a different fuse (such as interior lights) than the tailights.
