'95 Tacoma throttle adjustment

hi guys,
  I have a '95 Toyota Tacoma with the 22RZ-FE 2.4L engine.I recently had to adjust the throttle plate out by adjusting the throttle stop screw because it was physcially hitting the throttle body and was causing it to "stick". Before I bust out the ohm-meter and test the TPS is still in sync, how far out should this throttle set screw be set? If I were to guess I would say to the idle spec (650-750) but I'm really not sure. Any thoughts? And does any know of a way to test engine rpm with just a multimeter?
