Yellow Gunk in the oil

Hey, I have a problem with my mom's '00 VW Beetle. It seems to be burning oil rather quickly for a lightly used car, and has yellow waxy stuff in the oul fill cap and dipstick. I have yet to change the oil, but im guessing it has yellow stuff too.

Im pretty sure its water getting in the engine somehow.Any idea how?

check for oil in the coolant, possibly the headgasket. If not it is possible the PCV valve is clogged so fume saren't getting drawn out of the cam cover, this would cause the yellow film on the oil filler cap, but wouldn't explain the loss of oil.
