The engine has lost power and won't rev over 3500 rpm. I can barely pull a slight hill. The error codes are:
21 TPS voltage too high
31 engine speed governor malfunction
32 EGR diagnostic sw signaling incorrect
36 idle air control throttle kicker.

I replaced the TPS but it didn't help. All hoses are tight and none are broken. I've been told by one mechanic that the exhaust is blocked and most likely it's the catalytic converter. I've never heard of this, especially with all the error codes.

Anybody agree with this?  

Could very well be look at the cat after going up a hill and see if it is red or orange.
