Jeep Wrangler 1998 Automatic - Probably a Transmition issue...

My Jeep wrangler 1998 automatic recently has been having problems when I step on the gas from idoling.  Everytime I would come to a stop sign my vehicle would crawl forward for 5-10 seconds before actually kicking into gear no matter how much gas I gave it.  Afterwards it would be fine (highway included) except for when I have to make a stop.  I later found out that if I manually shifted the vehicle into first gear it seemed to work ok.  This is what leads me to think that the transmition may not be the problem and maybe it has something to do more with the automatic drive train telling the trans to shift into first gear.  It does seem that in D the vehicle skips first gear and goes directly into second gear.  I've read posts all over the web but haven't found anything that I think would solve this issue.
