When the car is cold it either takes a few seconds (up to 20 seconds) to start or does not start at all. Is it as simple as the starter solenoid or is it a electrical relay? After 2 seconds there is usually 1 click sound. We recently put a new battery in it. It has over 199,000 miles.  

More than likely, you need to replace the starter including the magnetic switch.
