I have a 2000 Jeep Grand Cherokee. It has no turn signals and flashers. I have verified that the fuse that runs this is fine and has voltage across both sides. The flasher relay with ignition on has power. In addition, to having no signals or 4-ways the indicator lamps in the dash cluster do not work at all. The directional stalk switch has been replaced with a new switch as well. I found that with the key on the 3 wires that feed right and left turn signals to the switch and the wire for the hazards to the switch all have voltage of at least 12 volts. These are the wires coming from the ignition to the switch. The voltage is the same on both sides of the switch. There are a couple of wires coming out of the ignition run path that measure 4 to 5 volts and in addition two wires that seem to be ground wires as they test at .05 volts. I have not checked ground, but assumed that voltage was returning since I found 2 ground wires on the ignition run path and the stalk switch also.

To me it sounds like the flasher itself is out. There are 2 sympoms of that, hazards and turn signals are on steady, and the other is none of them work at all. The relay just allows you to run the lights with a low amp switch. The flasher is usually under the driver side dash, small round plastic casing. Most parts stores should be able to verify the location, they run about $8.
