This summer my airconditioning stopped working. The car is barely 3 years old. I have a 98 and there has never been a problem with this. We take it to the dealer to fix and they put die in it to determine where the leak is and discover that a rock or something that flew up from the road had hit it and punctured it. I was told that because it was a road hazard it wasn't covered, is this correct? And that I should make sure that when I get it fixed to get the SCREEN that protects it from happening again. Shouldn't I have been told about this screen in the first place?

The rock hitting the line is not covered. It is a road hazard. Like a rock being picked up by a truck tire and hitting your windshield casuing a chip or worse.
You have a good point on the screen. If the manuf knew there could be a problem, why didnt they install the screen at the factory. Try to get the dealer to do it and pass the cost on to the manufacturer.
