The latch inside the car broke to open the hood - is there another way I can get to open the hood from below the car?

depending on what actually broke, the pivoting handle or the cable from the handle to the latch, if you can see the cable at the end of the handle and grab it with a sturdy pair of pliers and give it a yank, or find it at the hood end.
