1999 Grand Cherokee - Senty Key

I have a 1999 Grand Cherokee. The sentry key thieft Deterrent system will not allow me to start my engine. I have tried reprogramming both sets of keys but this doesnt work.  Does anyone know how to go about fixing this issue?

what was done prior to the problem? replaced pcm or skim?

I had to pull the whole dash out and replace the evaporator. Which required me to take the ecm module off. The problem started shortly after that. I think the ecm has to be replaced but was wondering if it could be something else.

by pulling the dash you have disconnected some connectors, check to see if the connectors to the bcm are tight (might lost bus communication). do you have a scanner, is it (scanner)communicating with the pcm?
