engine lock-up

I have a vw beetle 2000 model. The fanbelt came off just after starting  the car started to run rough then died it would crank over alright i put the fanbelt back on and it wouldent crank at all i checked all the pullys they were ok with the fanbelt off it cranks over put it on and it will not crank  i think it is the security system anyone know how to reset it

I don't know the car, but it is possible there is a locked up pulley that you may have missed.

If the belt is a serpentine belt, it is sometimes possible to get the belt on wrong and contribute to a lockup, but most likely you have a bad bearing in an idler or tensioner pulley.

No security system will cause the "fan belt" to come off, or lock up the engine.

It is also possible when the belt came off (for whatever reason) that it took out a crank sensor or some other sensor on the engine, contributing to the rough running.
