I went to get my emissions done and the won't test my Celica, they said it idles to high, but i can't figure out how to adjust it to a lower idling speed. Its a 1990 Toyota Celica ST  

it is controlled by the ECU, check for vaccume leaks and check the IAC motor.  I have also seen carbon hold the throttle plate open in older toyotas
