I have a '96 S-10 and I have been experiencing the described effects of a recall ABS issue.  I took it to my local Chevy dealer and they said that my specific truck did not fall into the ABS recall.  The problem is exactly how this website posted (http://www.automotive.com/1996/49/chevrolet/s10/recalls/30465.html); which leads me to believe it is the same problem.  

Anyone know how I can get this taken care of through the recall?  Any suggestions?

You cant...if your vehicle does not fall under the recall then it is not free...I spen years as a warranty administrator...you may have a failed part similar to the recall but it is not the same as the recall part...the factory can tell by VIN and production date which vehicles have the bad part....PAY THE MONEY TO GET IT FIXED...I USED TO GET PEOPLE LIKE YOU ALL DAY....THE INTERNET FOR PEOPLE WITH NO KNOWLEDGE OF THE AUTO INDUSTRY IS DANGEROUSE...LONG STORY SHORT YOUR VEHICLE IS 10 YEARS OLD *** BREAKS
