I read about this on another site, and I guess they are going to have officials who will determine if it really is a car that could realisticaly be built for $500. I am sure someone will show up with a Porsche or Corvette that a husband sold to the wife for 500 and they will try and race it.

on the FAQs they have this to clear it up
WHY NOT CHEAT ON THE $500 LIMIT? Because our BS-Factor judging panel will dock you one lap for every additional dollar it thinks that you've spent. It's also a claiming race, meaning the organizer can buy your car after the race for $500 if it thinks you've been cheating.
